In this letter, Captain W. D. Matthews of Leavenworth urges Kansas Governor St. John to come speak to the Colored people of Leavenworth, who are being persuaded by the "whiskey men" to vote against the temperance amendment. From the content of the letter it appears Captain Matthews was African American.
