This is "part of an address delivered before the Crawford County Bar Association, April 7, 1920, by W.L. Huggins, Presiding Judge of the Court of Industrial Relations, State of Kansas." Judge Huggins was in Pittsburg, Kansas to investigate the conditions surrounding the coal-mining industry in that part of the state.
